Memory and storage: the part people get wrong
A common mix-up is system RAM versus graphics memory (VRAM). Cyberpunk needs 12GB of system RAM as a minimum, and dense parts of the city can use 12 to 16GB. If you are on 8GB, expect stutter and crashes, so treat 16GB as the real target.
The game also requires an SSD now, and a hard drive is no longer supported. Keep around 130GB of SSD space free once you factor in the Phantom Liberty expansion, patches, and the shader cache.
Ray tracing and path tracing
Standard ray tracing is a heavy option that roughly needs an RTX 2060 or RX 6800 to start. Path tracing, called RT Overdrive, is a different level again. Even an RTX 4090 drops below 20 fps at native 4K with it on, so it is built to be used with DLSS and Frame Generation together.
If you have anything below an RTX 2060, leave ray tracing off. The game looks great without it, and turning it off is the single biggest way to gain frames.
Running it on a weaker PC
Turn on upscaling first. DLSS on RTX cards, FSR on almost anything, or XeSS on Intel. Quality mode alone often adds 40 to 60 percent, and Balanced or Performance adds more.
