For gaming, a Ryzen 7 7800X3D is the best pairing: its 3D V-Cache keeps a 4080 fed at high refresh, and at 4K it's as good as anything. A Core i7-14700K is the Intel choice, adding strong multitasking and streaming performance. At 4K the differences between top chips shrink, but below it the X3D pulls ahead.
If you're playing at 4K you can get away with less. A Ryzen 7 5700X3D or Core i5-13600K keeps the card fed at that resolution for far less money than a flagship. Below 4K, that same chip starts to hold a 4080 back in CPU-heavy games, so match the CPU to the monitor you'll actually use.
The Ryzen 7 5800X3D, with the 5700X3D just below it, is the strongest AM4 can offer for this card. Their 3D V-Cache is what keeps a 4080's frame rates high below 4K, and either one lets you run this GPU without leaving the AM4 platform, a reasonable route if you already own the board and play mostly at 4K.
